Why We Created PHP

Partners Health Plan traces its roots to the creation of the IDD support organizations ARC and ADAPT Community Network (formerly United Cerebral Palsy of New York City) in the late 1940s. In recent years, recognizing the sometimes fragmented delivery of services and supports for individuals with IDD, NYSARC, its downstate Chapters, and ADAPT partnered together to form a first of its kind comprehensive managed care plan to cover health and IDD services for individuals with developmental disabilities and their families. Partners Health Plan was the result.

Partners Health Plan is New York State’s first managed care plan exclusively dedicated to serving persons with intellectual and other developmental disabilities.  Through its “PHP Care Complete” plan, Partners Health Plan provides all Medicare- and Medicaid-covered services, including OPWDD services to eligible individuals who elect to participate in New York City and Nassau, Suffolk, Westchester, and Rockland Counties.

In 2019, as New York State prepares to roll out mandatory managed care within the next few years to all persons with IDD, Partners Health Plan acquired approval to begin enrollment in its new Medicaid Managed Care plan, “PHP Care Preferred”.  This approval is for the same coverage areas as PHP Care Complete.   PHP Care Preferred primarily covers health benefits for any eligible adult or child.  Therefore, Partners Health Plan will be positioned to extend its reach to the broader New York State IDD population in the near future.
